Create

Select "Distance" button:

Click on first point on 3d object, then click on second point. Drag to define length of leader line. It is allowed to click differently: click and release mouse button without drag or click and drag and release button after that.

In Tool Inspector panel snapping method for first and second point can be selected independently. Snapping to vertex, edge, polygon or pivot point is supported. Depending on snapping, measure works differently. For instance polygon to vertex should calculate shortest distance between plane and point.

Orientation and length of lines, position of text may be changed later by dragging markers or changing properties.
